According to Paul Hoffman <paul.hoffman at icann.org>:
>(tl;dr: US is soliciting bids for being the back-end for .gov)

The incumbent is Verisign. Any reason to believe they are looking
to replace them?

Unlike .US, the .GOV TLD only has about 8000 names and the registrants
don't pay, so it's unlikely to be worth bidding if you're not already
doing government business.
