Well, it sort of was.  2870 was updated by 7720, which notes that the operational requirements are
given in RSSAC001, which in turn says:

    Root Servers also serve additional zones.  All Root Servers are
    authoritative for the ROOT-SERVERS.NET zone and currently twelve of
    the thirteen are authoritative for the ARPA zone.
