[dns-operations] Problems with f.root-servers.net in Russia?

Using RIPE ATLAS probes as well as local ping utility I see periods of 
very high packet loss to Russian instance of f.root-servers.net. For 
instance, 34 of 50 probes in this measurement show "Unreachable" right 
now: https://atlas.ripe.net/measurements/6886549/#!probes . It does not 
directly affect my work so far (I use Google servers anyway), but I'd 
like to understand the issue before users start complaining.
