Okay, the file's timestamp is Nov  5  2002.

$ grep WHEN src/isc/bind8/bind8/contrib/netadm/root.cache   
;; WHEN: Thu Jun  3 14:55:57 1999

Maybe the clock was off when vixie et al worked with that netadm.pl (as 
bundled with that BIND 8). Or maybe that IP worked internaly for them.
