That is indeed the date that J changed IPs: please see https://www.nanog.org/mailinglist/mailarchives/old_archive/2002-11/msg00035.html.  I would probably have been the one from Verisign to make an announcement, as well, but I didn't, and the reason is easy for me to remember: that date is also my first child's birthday, so I was otherwise occupied.  :-)
