The 1999-06-03 data could be incorrect, however:

    1999-06-03 J.ROOT-SERVERS.NET. 192.58.128.30

J didn't have that address until February 2002.

But the root zone wasn't updated with the new address until November 2002, which is why your 2002-07-23 data shows the old address:

    2002-07-23 J.ROOT-SERVERS.NET. 198.41.0.10
