[dns-operations] Live-streaming the Root Zone Key-Signing Key Ceremony 22

Proposal:

On dns-operations, say definitively that if you want to follow the ZSK
signing, subscribe to root-ksk-ceremony. Do this once a year, at least a
month before an upcoming ceremony.

On root-dnssec-announce, say definitively that if you want to follow the
ZSK signing, subscribe to root-ksk-ceremony. Do this once a year, at least
a month before an upcoming ceremony.

Make the archives of root-ksk-ceremony open to anyone, not just
subscribers. This will allow non-subscribers to see what level of traffic
they will get if they subscribe.
