perhaps if china is going to hijack root server DNS traffic, upstream
ISPs should filter out BGP announcements for root server prefixes from
china.
the root zone is delegation-only, isn't it? perhaps resolvers could
only ask the root for TLD delegations rather than leaking the full
qname?
