[dns-operations] Odd behaviour on one node in I root-server (facebook, youtube & twitter)

Thanks! The exact same issue has been seen from Shanghai for all
root-servers *except* d.root-servers.net. Including answering with an A
record for a +norecurs SOA query for facebook.com.

The IP addresses being returned look like they are random, they do not work
in any case.

Interestingly, TCP/IP based DNS is not messed with!

At a guess, I would say this is not an i.root-servers.net problem but a
'someone is messing with my packets' problem.
