[dns-operations] ncap publication

at this stage, it's not clear to me whether dnscap should be folded into
ncap, or whether ncap's "ncaptool" should sprout enough of a filtering
language that dnscap will some day just become a wrapper around ncaptool.

but i'm using ncap's "ncaptool" in preference to dnscap or tcpdump now,
since it handles IP reassembly and generates framing-independent portable
output files, and i'd like some feedback on whether it's portable or not.
