i've been made aware of mailman-specific bots able to subscribe to mailing
lists for the purpose of invoking the membership right of "download the list
of other subscribers."  i had no idea that mailman had a large enough user
base to make it worth writing custom datamining tools for.

i've just turned off automatic-subscribe.  all new subscriptions will require
moderator approval (that's brett watson or myself).  the "are you a bot?"
test will consist of e-mail from us to the new subscriber asking for a short
description of themselves and their operation, which we will then forward to
the list when we approve them.

this isn't "vetting" by any means, other than "verification-of-humanity."
