[as112-ops] LOA Request for AS112 Prefixes

Hi Matt,

I've received requests like that before. I think in every case
pointing people at the RFC worked, but I had thought before that a
conventional LOA on OARC letterhead written with concise and helpful
references to the RFCs might be helpful.

If anybody thinks this would be a useful idea I'd be happy to help
draft some text.
