[dsc] DSC Grafana Updates

Hi all,

Made a couple of updates to the dsc-datatool and Grafana setup guide /
dashboard.

The dsc-datatool now has a transformer called Labler which can rewrite
data (for ex numbers to names), a contrib script exists to download IANA
RCODE and QTYPE translations and test-site/load.sh, dashboard and guide
has been updated to use it

The test site dashboard now uses templates for server and node, load.sh
has been updated with environment variables so you can control the
server and node names.
