[dns-operations] Upcoming DNSViz Maintenance

While I normally wouldn't send out (multiple) public notices about maintenance
on DNSViz, the extended time period here makes me want to let people know
what's going on in case they have anything planned in the next few days that
depends on access to DNSViz's historical data.

The application is still in this maintenance mode, and will likely remain
there for at least the next couple of days.

1. The migration took far longer than expected. While an export of the
database is fairly fast (around 90 minutes) a full export/import cycle
appears to take nearly 24 hours.

2. I encountered an unexpected case where the database was relying on an old
behaviour of the database server that is no longer supported. I'm
investigating and will be working with Casey to implement a change to the
application and a migration procedure that allows us to maintain the
   historical records.

Any fix will likely involve at least one more import of the database, which
will take most of a day.

Some of this is complicated by the fact that OARC staff are about to enter our
annual planning retreat, which is going to consume the majority of my available
time until late next week.

We will have the full features of DNSViz back up and running as quickly as
possible, but it is not inconceivable that this will take until next weekend.

Thanks for your patience, everyone.
