To augment what Joe and Viktor said, please see RSSAC028, "Technical Analysis of the Naming Scheme Used For Individual Root Servers", <https://www.icann.org/en/system/files/files/rssac-028-03aug17-en.pdf>. That document is about how the root servers are named, and how that naming affects the signing of the records associated with them.

As some folks on this list know, ICANN staff have contracted out the study of Recommendation 2 of RSSAC028 (and many of those on the contracted team are on this mailing list). We are expecting a final report of the results by the end of this year.
