You mean consensus within the IETF?  -- This is the closest we got to: 
https://www.rfc-editor.org/authors/rfc8900.txt  . Som people will always 
insist fragmentation support is crucial, and should be improved. Same 
for IPv6 EHs in general (see RFC7872).
