[dns-operations] Blocked in Kazakhstan, Who To Contact?

Have you tried reaching out to KZ-CERT about this issue?  I know at
least one person there and could do an introduction email if it would
be helpful (he's in Malware Analysis though, so not sure it'd be
directly related to your particular need).
