The situation in DNS is sort of “Tragedy of the commons” problem and I am actually proud that the DNS community has been able to start “self-regulating" itself. Also see https://datatracker.ietf.org/doc/draft-iab-protocol-maintenance/ that has more lengthy description of a general case.
