Yes, it is on .CM to update the delegation but at some point IANA also
has to listen to the operators of the delegated to servers to remove a
delegation that is no longer wanted.  RIPE can’t be more explicit that
the machine does not exist by returning NXDOMAIN for the name and REFUSED
for all queries to the glue addresses.  About the only other thing it
could do would be to return bogus records rather than REFUSED and I
don’t think RIPE wants to do that though I do think it would get .CM’s
attention.  In this case the other server delegated to don’t list
cm.cctld.authdns.ripe.net as a server.
