[dns-operations] Root zone KSK-2010 is now revoked

It just happens that the second 10-day slot in 2019-Q1 starts on a Friday.

Maybe it was just luck that the far more significant change on 2018-10-11
worked out to be on a Thursday. The final removal of KSK-2010 from the root
zone on 2019-03-22 is also falls on a Friday. (Well, of course it does: seven
10-day slots = 7 weeks.)

For those proposing annual KSK rollovers, should it matter that 11 October
(say) will fall on different days of the week in different years?
