Yes, this one is clearly expected.

Yes, of course.  Not saying anything is wrong, just noting which
TLDs are presently in controlled interrupion mode.  Since some
controlled interruption settings have persisted inadvertently in
the past, it is possible that one of the current six that are over
a year old is not intended.
