[dns-operations] Sentinel-publishing gTLDs

.charity has been recently delegated so it is in the expected schedule for controlled interruption, even for a TLD that wants to be in business ASAP.

On the other 6, they would only be in violation of contract if publishing any delegation besides the wildcard and nic.TLD. The requirement is a minimum period, but if one wants to do years-length controlled-interruption, it's their prerogative.
