in some places and at some times, an isp's rules have to be explained to
its customers. for all others, there is no obligation to be fair. that's
why google's 126.96.36.199 is so valuable -- many isp's are unable to run a
good RDNS, and some just choose not to -- for example, by intercepting
nxdomain in order to insert advertising messages.
