Sure, but this doesn't mean that that use case couldn't be addressed by convention using the existing Whois "protocol".

I wasn't aware the consensus policy was going to delve into rate limiting.

That is, the problem isn't actually in the protocol, but rather how the protocol is deployed. It may be that with RDAP and differentiated access that it'll be easier for registries to white list the good guys for bulk access due to their credentials, but the same could likely be done with Whois and source IP address.  I guess it feels to me like you're assuming a bright shiny new protocol is going to address a social problem...
