[dns-operations] Issue with eBay nameservers causing broken pages

People forget about the negative responses.  They need to be as
correct as as positive responses.  We see this time and time again
in the DNS when vendors take short cuts.  We even have a CERT
advisary for this sort of failure for AAAA lookups.
