As others have said this is not hijacking. The registry by definition
has control over unregistered domains in it's TLD and therefore it is
perfectly within it's rights to do this.
There are clauses in the new GTLD registry agreements that do not
allow wildcards (for various reasons) but of course this is a ccTLD
and therefore there is no contract with ICANN.
There may of course be a contract between the government of Western
Samoa and the registry but I doubt that is in the public domain.
