[dns-operations] APNIC reverse zone are broken.

For completeness, this problem has been resolved.

Two emails I sent to this list yesterday were blocked by DNS RBL
mechanisms, and did not make delivery (I didn't get mailer-daemon either)
which provided the same notification Gaurab has forwarded on to the list.

I'm posting because I said I'd inform the list of status, and I wanted to
assure people I did try to: the infrastructure dependency on DNS to perform
RBL checks appears to have got in the way of the mail delivery!
