[dns-operations] root zone archive

[Paul Hoffman]

The OARC root set should go back to the late 90's (but not 1994) because I
gave them that data. Patrik Fältström suggested that I start keeping it in
around 1998, and when I saw that OARC hadn't started until later, gave
them a copy of what I had. I think they mixed it in with some other
contributions from around that time as well.
