Sure, it is wrong to copy the two-octet into the wire-format data carried by HTTP head. I may introduce some confusion here. 

What I mentioned in the draft is a caution to aware the two octets in DNS/TCP/53. HTTP already has a content-length header filed to serve the same purpose .
