Sometime on this list or on as112-ops, it was pointed out that an operator 
in Germany did that for a domain - they made it the NS for it.  So if it 
is for DNS packet sinking, perhaps that's the ticket.

Maybe still in time to comment on that in the rfc6304bis draft.
