Basically, you can't with just /etc/resolv.conf (aka via the standard
libc resolver). It is easy to do with a more featureful local resolver,
something like unbound or bind (I'm not sure if dnsmasq can do it).
Then you'd point resolv.conf to 127.0.0.1.
