[dns-operations] Is it illegal to query the .berlin TLD servers?

I stumbled upon this via twitter, so is it illegal to use a caching resolver,
when querying for .berlin entries?

Or is it even illegal to respond, when a client sends a query, as I do not
have an explicit written agreement with nic.berlin. to use their TLD?
