[dns-operations] Uptick in number of domains losing delegation recently

Actually I am all about making sure contact info is correct and trimming
away "perp" abuses.

What I certainly did not suggest is that garbage in fields is good.  That
is quite an artful spin on what I said.

I said that this validation stage that got introduced in January was an
inelegant mechanism of ensuring data quality that might be causing more
harm than benefit.  It may not have been vetted appropriately with
understanding of adverse consequences with potentially impacted
(legitimate, good actor) parties.

Many of the registrars at the ICANN meeting in Singapore last month
elevated this to the attention of the community and leadership at ICANN.

There are reports of domain names - websites and email of legitimate
businesses - that are being impacted by going dark when a legitimate
contact doesn't get the response in due to not receiving the validation
email due to spam filters or the registrar of record having an outbound
email glitch/blockage or other real world reasons email might not correctly
transmit between the registrar and the registrant.

While well intended, it was not well thought out and it is causing people's
websites to dark and its not clear our measurable if it had any benefit for
all the harm it is starting to cause.

I suspect that in the next 3-6 months someone not responding to the
validation under real world circumstances will be at cause in a large
legitimate website being inadvertently taken offline and it will hit the
mainstream press.

I am all about chipping away at the abuse, but this particular method may
have introduced more harm than benefit.
