to me the problem is one of time scale not population scale or network
traffic.

in 1988 my health check (on a vax running ultrix, called
gatekeeper.dec.com) was to ping SRI-NIC.ARPA, which was then at i think
10.0.0.73. eventually this stopped working, though that was unthinkable
at the time.

so i agree, health checks should be to ping something you own, even if
it means paying for remote hosting.
