yep

up a level.  we are deploying new technology that we think is important
to the internet, ipv6 and dnssec.  the infrastructure needed to support
them, AAAA glue, DS at parent, ... needs to be in place.  not having it
in place is operationally negligent.

i have three administrative dns 'parents'

  o an obscure little registrar for my .com/net/org stuff, who could
    deal with AAAA glue long enough ago that i can not remember the
    details, and took a few weeks to sort out their upstream plumbing
    for DS

  o an upstream isp who is willing to install my DS in their ip6.arpa
    zone, but that zone is not signed

  o two cctlds at iana, who is soooo wrapped around the pole with
    bureaucracy that they have lost sight of the pole or the ground
