A big portion of my American History classes was spent on states 
rights proponents vs. the federalists.  Ahh, the Federalist Papers 
(see Wikipedia.org).

Scott's answer is right - it depends.  And if the data transfer is 
subject to rules requiring DNSSEC, then DNSSEC is required. 
Otherwise, not a requirement.

It's not a technical question, it's a legal one.  A CSO should 
consult the lawyers for an answer, not the engineers.
