The confusion is likely because until 15 July 2010, the zone available at:

	ftp://rs.internic.net/domain/root.zone.gz

. . . was the old-style unsigned zone.  Starting with the 20100715 zone,
it was the signed zone without the end-of-zone TXT RR.
