I do agree with what you say David, but I also would like to point out that you here talk about _registration_ and not delegation.
I am a strong believer of the need for registries to relax their requirement to do delegation _and_ registration at the same time. Registration is very very good to be able to do without delegating the domain.
One more additional complexity regarding checks of setup of zones have to do with redelegation of a domain (change of NS records), transfer between registrars and change of registrant. Each one of the three having different implications and needs regarding the changes to the zone setup is made.
