Yes. Tucows (under the name OpenSRS) is a registrar; they don't offer domain registration services directly to end-users but rather enter into contracts with resellers. They're a wholesaler, not a retailer.

The registrant is being told to contact the reseller (with whom they presumably have a relationship) rather than Tucows (with whom they probably have no relationship) for customer service.
