IANA's TLD delegation looks for it as well as 
other debugging and checking scripts.

It's fairly important when debugging DNS 
operations.  I can say that from experience. 
Other than checking for it as part of DNS 
management, I don't know that it plays any other 
role.  I doubt stubs look at the flags.
