NOTIFYs have to be ACKd by the Slave (RFC1996 4.7), and are re-sent if 
not received ... up to a point

Also, (by default) all slaves NOTIFY all name servers in the NS list.

Agree, if there is a (semi-)permanent network fault (e.g. filter) all 
NOTIFYs could be lost till the senders give up and the slave will fall 
back to REFRESH.
