Not reliably. The delegation and glue for the domain is:

hays.co.jp.             86400   IN      NS      ns1.hays.co.jp.

ns2.hays.co.jp.         86400   IN      A       220.109.178.16
ns1.hays.co.jp.         86400   IN      A       202.213.208.177
ns1.hays.co.jp.         86400   IN      A       221.186.145.160

Only the last of those A records is reachable from here, and as you
observed it returns an empty answer to an NS query. This will cause most
queries to fail.
