[dns-operations] [16-31].172.in-addr.arpa and 168, .192.in-addr.arpa no longer delegated

apparently this has been fixed by now and graphics like the NCC's at
<http://www.ripe.net/data-tools/dns/as112/monthly> (note to archive/digest
readers: this is a moving target) suggest that fix occured during the weekend.
Still curious.
