And at the bottom of the page: http://www.registry.in

For general questions about TLD operations, services, etc., IANA has 
a website from which you can obtain the "registered" contact 
information for any TLD:

http://www.iana.org/domains/root/db/

Some of the information is going to be stale, but, it's a starting 
point (for any question regard TLDs).
