I think the question is: why do you want to use IPv6 at all if IPv4 is
available?
For most users, a simple scheme which prefers IPv4 server addresses
over IPv6 server addresses (while ignoring the names completely) would
be acceptable and probably easier to implement. The failure mode
where IPv4 fails and IPv6 continues to be available seems not worth
optimizing for at this stage.
There used to be a time when it seemed to be prudent to prefer IPv6 at
all cost, so that you get at least a tiny bit of IPv6 traffic, but
this actually made deployment more difficult.
