    There's not much chance of that. The DNS requirements in ICANN's gTLD  
    contracts are rather low: a brush from a feather rather than a  
    pummelling.
    
    What would be a concern here is someone/something filling that vacuum  
    and developing their own set of DNS requirements because of a lack of  
    interest from the technical experts.

I've seen multiple efforts to define requirements for nameservers
or similar attempts in places like SSAC, RIPE etc. Althougth sometimes
papers were plublished[1], most efforts never came to a general
accepted document or are completely ignored for various reasons. And
even before quakifying the servers as "important", TLD or root servers.
