I think that could/should be broadened Peter to include other TLDs.
These are just as important as the .arpa zone, if not more so. IMO the
requirements for running any "important" zone are pretty much the
same. So it makes sense to have a generic document which captures
those requirements and not treat .arpa (and, to a lesser extent, the
root) as a "special case".
Perhaps the main difference between root and TLD requirements would be
the capacity for handling DDoS attacks. I'm not sure it would be wise
to list these in a replacement for RFC2870. For one thing, it gives
the bad guys something to aim at. For another, those numbers would be
a continually-moving target.
