No, it didn't because no where in a reasonable search through the 
haystack for contact information was here a pointer to that needle.

I'm sure the information is out there.  But if it is that obscure, 
it's of limited help.

The problem is with a third level domain, not NOAA.  From my days at 
NASA, I know there's a huge difference between gsfc.nasa.gov, 
msfc.nasa.gov, and nasa.gov. operations.  So, with the problem being 
at the third level, that's where I'd begin to look for contacts.

And, to be fair, how hard should it be for an outsider to let an 
admin know there's a problem?  This is what "forces" observers to 
bring stuff to lists like this.  By making it hard to be contacted, 
public shaming results.

I'm not for public shaming and will normally request the poster to 
try a more discreet means of alerting the proper authorities.  But in 
this case, after trying to see if the poster did the right thing, the 
bigger issue is the lack of a useful (to operators) WHOIS for the GOV 
domain.  (Which is something that has been mentioned before, 
elsewhere - I'm not the first to say this.)

$whois -h "scott rose" ... very useful, very nice, but not terribly scaleable.
