NXDOMAIN responses on NS requests are a bad idea for a simple reason: If
nameservers for a zone can't be determined or reached (wrong or missing
glue), the resolver will ask for NS record of the assumed domain. If there
is a NXDOMAIN response, the resolver will negativly cache the nonexistance
of the whole subtree.
