A solution that doesn't involve upgrading CPE seems possible.

I suggest the ISP adds PTR records to NS.LOCALHOST, e.g.

NS.LOCALHOST. PTR NS1.EXAMPLEISP.NET.
NS.LOCALHOST. PTR NS2.EXAMPLEISP.NET.

and modify stub resolvers to use this information to by-pass the proxy.
